Description of the works
The DEME Group wants to emphasise its genuine commitment to a “greener” Europe through its concession specialist Power@sea. The company concentrates the Group’s expertise in the special disciplines required for the design and implementation, on turnkey basis, of offshore wind farms in Europe. This includes project development, project financing, knowledge of concession terms and long-term maintenance of offshore wind farms.
To date, C-Power is the only offshore wind farm in Belgian waters to win full authorisation. C-Power had obtained all necessary permits: the concession permit, the building and environmental permit, the offshore and onshore cable permits and the grid connection permit.
The project consists of 60 turbines (of 5 MW) on the Thornton Bank, 27km offshore. Water depths range from 12-24.5m. C-Power is the largest offshore wind farm of its kind in the world and, as such, it has shifted the boundaries for technological evolution in this market.
C-Power brings together DEME and other leading investors in the energy and environmental sectors, including Interelectra, Ecotech Finance, Socofe and EDF Energies Nouvelles.
During 2006 soil investigators and preliminary engineering were carries out. The design was finalised by the owner’s engineer (JV Technum-Tractebel, ELSAM, SOGREAH) and certified by DNV. DEME was selected as the marine contractor, responsible for all offshore construction works. The detailed design is being developed by marine contractor’s engineer, COWI. Implementation was scheduled to begin in the second quarter of 2007.
The project has three phases, taking account of the obligation (as provides for in the Building and Environmental Permit) to develop a demonstration stage of six turbines. Following preparatory onshore works for Phase 1 during 2007, the offshore works will start during the Summer season of 2008 (May-September). The first offshore energy production is expected by October 2008. |
